It's just a basic onigiri (http://www.justhungry.com/2007/01/onigiri_omusubi_revisited_an_e.html) recipe.
I don't think the fish in the center would cook if you fried it. I think the rice would insulate it too well. But frying it gives the rice a nice toasty flavor.
