When motherhood becomes mandatory?

"The UW Birth Control Ban aims to prohibit the prescribing, dispensing and advertising of birth control on UW Systems property." (UW systems properties include universities. And how about rape victims in hospitals? Applies there too.)
And WHY is Wisconsin doing this? "State Representative Daniel LeMahieu (R-Oostburg) announced his plans to introduce a bill to prohibit the UW System from prescribing and dispensing all prescription birth control, including emergency contraception, because of his belief that contraception contributes to promiscuity."
Now before you shrug your shoulders and not care because it's not your state....What's to stop your state from trying this?
